Article 1: Introduction & Jurisdiction
1.1 Mission Statement
The Los Santos Police Department (LSPD) is committed to protecting the lives and property of the people of Los Santos. We strive to reduce crime and the fear of crime by working in partnership with the community to enforce laws, preserve peace, and provide a safe urban environment.
1.2 Jurisdiction
The primary jurisdiction of the LSPD encompasses the incorporated city limits of Los Santos. Officers may engage in enforcement actions outside of city limits under specific circumstances such as hot pursuit or by request from another agency (mutual aid).
Article 2: Code of Conduct
2.1 Professionalism
LSPD officers are held to the highest standards of professional and personal conduct. All duties shall be performed with integrity, fairness, and impartiality. Officers will treat all members of the public with dignity and respect, regardless of their background or circumstances.
2.2 Public Trust
An officer's conduct, both on and off duty, must be exemplary. Actions that could erode public trust, compromise an investigation, or bring the department into disrepute are strictly prohibited and will be subject to disciplinary action.
Article 3: Uniform & Equipment
3.1 Uniform Appearance
The LSPD uniform is a symbol of public trust. It shall be worn with pride and kept in a clean, neat, and serviceable condition. All components of the uniform will be worn as prescribed by departmental regulations.
3.2 Equipment Readiness
Officers are responsible for the proper maintenance and functioning of all issued equipment. A full inspection of equipment must be conducted prior to the start of every shift.

Article 4: Vehicle Policy
4.1 Personal Vehicle Usage & Roleplay Enhancement
To promote a higher standard of roleplay and realism, all officers are required to commute to their assigned precinct in a personal vehicle. At the end of a shift, patrol vehicles must be returned to the motor pool, and officers must take their personal vehicle home or to a personal garage.
4.2 Patrol Vehicle Operation
LSPD vehicles are for official duties only. Officers must perform pre-shift inspections and operate vehicles safely and in accordance with all laws and department pursuit policies. Any damage must be reported to a supervisor before the end of shift.
Article 5: Use of Force Continuum
5.1 Philosophy of De-escalation
De-escalation is the cornerstone of LSPD's use of force policy. Officers will use time, distance, and communication to resolve situations with the minimum force necessary. The goal is to gain voluntary compliance without resorting to physical force whenever possible.
5.2 Interactive Use of Force Model

Article 6: City Patrol Procedures
6.1 Responding to Calls
Officers shall respond to dispatched 911 calls in a timely and safe manner. The use of emergency lights and sirens (Code 3) is authorized only for high-priority calls involving an imminent threat to life or property. For all other calls, officers will respond Code 1, obeying all traffic laws.
6.2 Proactive Patrol
Officers are expected to actively patrol their assigned districts, engage with the community, and conduct traffic enforcement to deter crime and maintain public order. This includes business checks and observing for suspicious activity.
6.3 Foot Patrols
In designated downtown, commercial, and high-density residential areas, officers may be assigned to foot patrols to enhance community relations, increase police visibility, and allow for more direct interaction with citizens.
Article 7: Disciplinary Action
7.1 Accountability
All LSPD personnel are subject to disciplinary action for violations of this SOP, departmental regulations, or the law. The disciplinary process is designed to be fair, consistent, and corrective.
7.2 Internal Affairs
All citizen complaints and allegations of serious misconduct will be investigated thoroughly by the Internal Affairs Division to ensure the integrity of the department is maintained.
